The recent interpretation by the U.S. Fish and Wildlife Service of the 1956 Federal Airborne Hunting Act has determined that the use of drones to deploy baits while fishing is a federal crime.
The only way to fix this interpretation is by contacting your elected officials and the U.S. Fish and Wildlife Service and expressing your opinion to them.
